Mike says:
The steam train mural is located in Old Town Manassas at the intersection of Rt 28 & Rt 234 (Business).

Its actually a bit larger off to the right than the picture shows… I had a hard time catching it all in the cell phone camera without stepping out into the main roadway (and getting run over!)   The red building in the background of the picture is the historic Manassas Train Station, which is only a few blocks from where this picture was taken.
